Chandigarh IT Park Phase III Tentative plan prepared

Keeping in view the needs of IT industry and interest shown by major IT companies, the tentative layout plan for the development of phase III of Rajiv Gandhi Chandigarh Technology Park (RGCTP) has been prepared by UT administration.

Unlike phase I and II, there will be no sites for any hotel, mall or residential use in phase III. The administration has decided that phase III, covering 270 acres, will be used for IT industry. Of the total area of 270 acres, it is estimated that 110 acres would be earmarked for roads, green spaces, parking among others, leaving 160 acres for the IT industry.

Taking into consideration that high end quality companies have been approaching the administration, two sites of 30 acres each, two sites of 20 acres each and three sites of 10 acres each will be earmarked for IT firms, which are eligible for main campus sites according to the Chandigarh Technology Park Rules, 2006. Similarly, five sites of five acres each have been earmarked for small campus sites and remaining area has been earmarked for BTS sites. The number of BTS sites will be 30 with an area of 1.1 acre to 1.60 acres as per the site.

Besides, two pockets, five acres each, have been reserved for public utilities, like power substation and sewerage treatment plant. Adequate green spaces and parking areas have been provided. All roads within phase III will be 100 ft wide and the area along Sukhna Choe will be preserved as a green buffer. On south side too, area along the Chandigarh-Kalka railway line will have a green buffer to segregate RGCTP. Both these green buffers would be landscaped and existing trees will be retained.

It has been estimated that the power stations already existing in RGCTP will be further augmented by installation of high- end environmental-friendly transformers. As being done in phase I and II, the overhead high-power cable lines will be substituted through laying of underground power cables, if the same are needed to optimise the utility of land.

It has been further decided that the administration will not apply for the phase III to be a Special Economic Zone (SEZ) area as most of IT companies are preferring to take benefits under STPI. The benefits with respect to IT industry under STPI are more or less the same as under SEZ. The only difference in SEZ and STPI scheme is that indirect tax benefits are provided under SEZ and with the recent announcement of the government of India in the export policy that service tax exemptions will be extended to all export oriented units (EOUs), there is not much difference in the benefits under both these schemes.
