The carnival is celebrated in the second week of November every year. This year(2005), it was celebrated in the Leisure Valley, Chandigarh with great joy.
The carnival opens with a colourful procession followed by a number of competitions. The two-day annual gala was inaugurated by UT administrator General (retd) SF Rodrigues. The gala included art, culture and tourism of the region.
The inaugural ceremony was marked by the releasing of balloons, playing of bands, performance of Punjabi giddha and bhangra and display of other distinctive regional arts forms.
The carnival gives an opportunity for children as well as elders to exhibit their talents.
