CHANDIGARH: Former Union Minister for Civil Aviation and BSP candidate from Chandigarh,  Harmohan Dhawan, while thanking the UT Chandigarh administration and Congress MP, Pawan Kumar Bansal for allowing one extra floor in rehabilitation colony houses, has also demanded ownership rights of the houses, as the tenants can neither construct extra foors, nor do they get bank loans for this purpose. 

Harmohan Dhawan, also a Botany research scholar, has questioned the practicality of the administration’s decision in the light that without the ownership rights of the houses, how the residents can build an extra floor and which bank will provide a loan for such construction work?
